Can we buy a second property and call it primary place of residence to save on stamp duty?

Q.

I have a primary place of residence in my name and my partner has an investment property in his name. Can he buy another property and call it his primary place of residence to save on stamp duty? How long would he have to own it before he could rent it out?

A.

If he wants to treat any home as his private residence he will need to be living in it. On the facts supplied this is not an option here.
